Topic 2: Collaboration at the Local, State, and Federal Levels
The main responsibility of both local and state health departments is to protect, promote health, and prevent disease and injury (Boyce et al., 2017). Their services can be described as population-based which means they are geared towards elevating the health status of a given population as opposed to primary healthcare providers whose main role is to respond to the treatment of individuals. To help promote healthcare, both local and state departments carry out the roles discussed in the subsequent paragraphs.
To begin with, health departments assess the health needs of the community which includes statistics on health status, community health needs, environmental health, epidemiologic, and other studies of health problems (Boyce et al., 2017). Moreover, they investigate the occurrence of health effects and health hazards in the community by assessing the magnitude of a health problem, duration, trends, location, the population at risk, and how best to proceed to prevent or control the problem (Boyce et al., 2017). Lastly, they analyze the determinants of identified health needs by examining etiologic, risk, and contributing factors that precede and contribute to specific health problems or reduced health status in the community. Identifying these factors helps in working with the community in planning intervention efforts for prevention or control (Boyce et al., 2017).
Health departments advocate for public health and help in the identification of resources by generating support among constituent groups that address community health needs and issues, establishing collaborative relationships between a public health agency and the public it serves, the government body it represents, and other health and human-related organizations in the community. Besides, they prioritize health needs according to their importance, the magnitude, the seriousness of the consequences, economic impact, and community readiness or the ability to prevent or control the problem and plan, and develop policies to address the priority health needs (DeSalvo et al., 2017). They also manage resources, develop organizational structure and collaborate with other organizations, agencies, and individuals to assure the implementation of programs in the community that fit community priorities. Besides, they evaluate programs and provide quality assurance in addition to informing and educating the public.
The health department’s goals are in line with Healthy People 2020 objectives in the following way. They strive to identify the health needs of the local community and pull up resources to address the health needs that arise. Through this, they promote and maintain health, prevent and manage the disease, and reduce unnecessary disability and premature death as advocated by Healthy People 2020.
How nurses in the public health setting can help clients to modify unhealthy behaviors at the primary and secondary prevention levels.
Primary prevention level.
This type of prevention is usually done before the onset of a behavior. An example of how nurses in public health settings can help clients to modify unhealthy behaviors at the primary prevention level is to educate them on the importance of avoiding unhealthy behaviors such as drinking, smoking, and poor diet by highlighting their associated health risks to deter those who were yet to begin.
Secondary prevention level.
This is a type of prevention that is done at the early stages of a behavior or a disease. An example of how nurses in public health setting can help clients to modify unhealthy behaviors at the secondary prevention level is to employ various verbal and non-verbal activities such as empathy; reassurance; encouragement; explanation; addressing patientsâ feelings and emotions; increased health education; friendliness; listening; positive reinforcement; being receptive to patientsâ questions; and allowing the patientâs point of view to guide the conversation (Beck et al., 2018).
